So, with that in mind, we’ve compiled a list of the characters in One Piece who have amassed the most bounties – all of them are infamously infamous in the eyes of the World Government.

 

20. The Trafalgar Act

The first is Trafalgar Law, one of the most powerful members of the Twelve Supernova who led the “Worst Generation.”

Many major events, such as the Marineford War and (most significantly) the upheaval in Dressrosa, included the rule of law.

His bounty has risen dramatically as a result of his participation in Dressrosa, and it is well-deserved.

After all, the so-called “Surgeon of Death” is one of the most deadly pirates in the game, thanks to his ridiculously powerful Devil Fruit Ability.

 

19. Izou

It should come as no surprise that Izou has arrived.

Once all, after Gol D. Roger’s tenure as Pirate King ended, he was a member of the most dreaded pirate group.

Before his captain’s death, Izou was the 16th Division commander of Whitebeard’s fleet. He was one of Kozuki Oden’s retainers and lived in Wano.

And, like the most of the people on this list, his reward grew as a result of his role in the Marineford War.

He is unselfish, devoted, and compassionate, particularly to Kozuki Oden, whom he idolizes and to whom he stays faithful even after his death.

Oden’s death at the hands of Kaidou prompted him to swear revenge.

 

Chinjao, no. 18

There’s just no way around it:

In terms of appearance, this man is one of the oddest of the One Piece characters.

And given how strange Oda’s character designs can be, that’s no minor achievement.

Chin Jao’s bounty, despite his odd look, is one of the most well-deserved in the series.

After all, this drill-head old guy used to be the head of the Chinjao Family, one of the most dreaded pirate families that treats piracy like a family business.

Chinjao antagonized Luffy for a time due to his rivalry with Garp (the man who had damaged his lovely head), but they eventually came to an odd agreement.

 

17. Who’s Who in the World

Unlike Chin Jao, whose character design was just bizarre, Who’s Who is one of the most appealing to the eye.

He has a fantastic mask, amazing dress sense, and a swagger that is reminiscent of Doflamingo’s.

He’s nasty and contemptuous right from the gate, not just to his opponents but also to his superiors.

He has no allegiance to anybody, not even to King, Queen, or the other All-Stars, since he aspires to be an All-Star himself.

Despite his shortcomings, there’s a reason why his reward is so great.

And his previous affiliation with the CP9 group, which he properly abandoned after experiencing unjust treatment, is a major factor.

 

Little Oars Jr., No. 16

Playing with oxymorons will always be entertaining.

Despite the fact that his name is Small Oars Jr., this absolute unit of a giant should have nothing to do with the term “little.”

But, true to his name, he has a link to Oars, an ancestor with whom he has a physical resemblance, albeit that’s about it.

Despite his stature, Little Oars Jr. has been revealed to possess a kind and loving person, and has even formed an unbreakable relationship with Ace, unlike his ancestor.

That’s why he came up in the Marineford War to rescue his close buddy, which comes as no surprise.

We all know what happened to Ace after that, unfortunately…

It’s still unclear if Little Oars Jr. made it through the experience alive.

 

D. Portgas, No. 15

The guy behind the most terrible and fascinating conflict between pirates and the Marines ever shown in the series, tied with Little Oars Jr. at 550,000,000, is the man behind the most devastating and thrilling war between pirates and the Marines ever described in the series.

Ace had amassed a sizable bounty before to his arrest and the circumstances that led to his death during the Marineford War.

He was Whitebeard’s 2nd Division Commander as well as the biological son of the renowned Pirate King Gol D. Roger.

When you consider his vast criminal record, it’s easy to understand why the Marines wanted him killed as soon as possible.

They were so certain that by making the incident public, they would be able to compel other well-known pirates (such as Whitebeard) to act.

 

14. Sabo

Following Ace comes Sabo, who is his buddy — no, his sworn brother — as well as Luffy.

Even though it’s unclear if Ace was aware that Sabo was still alive, he should be happy, since his sworn brother has accomplished a lot for himself — just like he did.

Sabo has risen through the ranks of the rebels to become their second-in-command (thus his high reward) and is one of Monkey D. Dragon’s most loyal supporters.

From this, it’s clear that Ace and Sabo, as well as Luffy (who will be discussed lower down this list), were all destined for greatness.

Though, at this point, I’m hoping the news of his purported death is nothing more than a rumor. For the sake of Luffy.

 

Charlotte Siblings (#13)

Several high-tier pirates serve under Big Mom’s banner in this one entry.

Big Mom’s sons and daughters are Charlotte Katakuri, Charlotte Smoothie, Charlotte Cracker, Charlotte Perospero, and Charlotte Snack.

Despite sharing a surname, they are all individuals in their own right.

Perospero is the oldest, although Cracker, Smoothie, and Katakuri all share Big Mom’s second-in-command authority.

Snack was also one of the “Four Sweet Commanders,” but Linlin does not like losers.

Despite this, even the most powerful pirates and marines dread all five of them, particularly Katakuri, who is the most powerful of them all.

 

12. Jack

We’re getting into the big leagues now with Jack, who is one of the few people in the series to have a reward on their head worth more than a billion bellies.

Jack, whose name is clearly based on one of the original face cards, is a physically imposing fish-man who, although not being a giant, towers above many men.

He is now an All-star under Kaido and will most likely play a major part in the Wano Arc as one of the primary antagonists.

And, given that he’s battled the likes of Fujitora and Ashura Doji, I’m curious to see how he’ll perform against the Strawhats.

Especially when it comes to Luffy himself.

 

11. Queen

Queen, like Jack, is an All-Star and one of Kaido’s most trusted lieutenants.

He’s also a huge, robust guy who’s a little on the overweight side rather than muscular.

Tell him nothing. But, as I already said…

He’s not only Kaido’s top lieutenant, but he’s also the monarch of Udon (at least for the time being) and the pirate crew’s best researcher.

He’s a former member of MADS (a dissolved research organization) with Vinsmoke Judge, Dr. Vegapunk, and Caesar Clown, and is remarkably intelligent for his size.

That isn’t exactly a clever firm!

 

10. Marco

Here we have Marco, the Whitebeard Pirates’ 1st Division Commander and Edward’s right-hand man.

Next to Kaidou, he is perhaps the coolest Zoan-type Devil Fruit User, dubbed “The Phoenix.”

He’s also the only character in the show so far that combines Paramecia and Logia-like traits with his Devil Fruit abilities.

Aside from the adaptability and brilliance of his Devil Fruit, Marco is a formidable combatant. He’s also a calm skipper who really cares about his crew mates.

In fact, he’s so dedicated to his troops that he even rushed alone towards Marineford’s execution platform.

And he did it all to rescue Ace, despite the fact that he knew his own life was in jeopardy.

 

9. King

King is an All-Star who stands towering, black, and scary.

Who among them isn’t, after all?

But, true to his name, King is the most powerful All-Star, second only to Kaidou himself in terms of strength.

When we consider how strong the other All-Stars are already, this is clearly no minor achievement.

King’s main motivation for following Kaidou was his admiration for his tremendous might.

Except for his commander, he has no one to answer to.

He doesn’t even show respect to other Emperors, as seen by his treatment of Big Mom.

 

Monkey D. Luffy is the eighth character in the series.

Finally, we’ve arrived at the series’ protagonist!

It may have been a lengthy voyage for our favorite MC, but Luffy now has enough bounty on his head to surprise the whole globe.

That, and the world’s declaration of him as “The Fifth Emperor” – which, to be honest, is quite fantastic and long overdue.

After all, Monkey D. Luffy is the only pirate who merits the seat.

Regardless of how he generally behaves and seems, his incredible achievements precede him.

Luffy is almost certainly there for the fiasco at Enies Lobby, the escape at Impel Down, and the Marineford War, to mention a few significant events in the narrative.

Luffy, like his father, is always ready to fight the World Government and the bad guys. This largely explains his astronomically increasing fortune over time.

It’s almost certainly in his blood!

 

Teach, Marshall D.

When it comes to blood… Few villains in the series have spilled as much as Blackbeard, the show’s namesake major nemesis.

He’s one of the most despised anime villains, as well as being one of the most powerful.

Blackbeard started his reign of terror by gathering the most dangerous crew men available after receiving Yami Yami no Mi (which he stole from his own captain).

Marshall, although being a strong and arrogant guy, is not beyond employing dirty means to get an advantage.

He’s crafty, deceptive, and manipulative — yet it’s difficult to argue that these repulsive characteristics aren’t what made him Emperor in the first place.

 

6. Shanks

This guy, unlike Blackbeard, did not gain his position as Emperor by dubious methods.

Before Blackbeard took Whitebeard’s position, Shanks was the Yonko’s newest acquisition.

He’s also the baddest of the bunch, apart from Whitebeard himself, in my view.

After all, not only did he have the audacity to approach Whitebeard and his men on his own, but he was also the catalyst for the end of the Marineford War.

In addition to these incredible exploits, Shanks also acted as a father figure to Luffy, who for a long time looked up to him.

It’s no surprise that Luffy turned out so well.

 

Charlotte Linlin is number five.

It should come as no surprise that this incredible CHONKER of a woman’s bounty is this high, given her moniker “Big Mom.”

After all, she was the brains behind a slew of schemes that aroused the wrath of the World Government, the majority of which were just instances of her doing whatever she wanted.

She’s also one of the Four Emperors, and following their epic combat in Onigashima, she’s joined with Kaidou.

We can understand why she and Kaidou (and their crew members) became wanted criminals simply by looking at this.

The World Government understandably recognizes and dread the potential devastation that their collaboration may cause, which explains their extravagant rewards.

 

4. Kaidou

On the subject of one of the most powerful Pirate Alliances of all time, we have Kaidou, the most powerful Mythical Zoan-type Devil Fruit User.

Many people think that his reward is well-deserved just because he has the title of “World’s Strongest Creature.”

In my opinion, the fact that he has formed an alliance with Big Mom just adds to the validity of his prize.

In fact, I believe his reward (together with Linlin’s) should be increased, since two Emperors working together cannot be beneficial for anybody.

And if I were in the World Government’s shoes, I’d be hoping and praying that Luffy emerges victorious from Wano.

However, it may just be a case of replacing an existing massive issue with an even larger one at this point.

 

Edward Newgate is number three.

Whitebeard.

He’s been compared to the Pirate King himself from his first few appearances in the anime (and even the manga).

Some admirers even believe he’s more powerful than Roger!

To be honest, considering the nature of Whitebeard’s outright broken Devil Fruit Ability, it’s not unexpected that folks perceive it that way.

The fact that he has a reward on his head alone shows how afraid the Marines are of him!

And after seen what Whitebeard was actually capable of during the Marineford War, I totally concur.

Personally, I believe that even the complete force of the Marines would not have been able to stop Edward if he had wanted to conquer the oceans as a young man.

 

2. Roger D. Gol

This guy is currently the sole Pirate King in the history of One Piece.

Is there anything more I can say?

The mythology surrounding Roger and his crew are as awe-inspiring and magnificent as they come!

But not for the Marines.

As if placing the biggest proven reward on Roger’s head wasn’t enough to indicate how much they despised him, they also attempted to wipe out his whole lineage.

That alone demonstrates how inconvenient Roger was to the World Government…

Which is usually a bonus for me.

Those despotic and crooked snobs irritate me to no end.

Monkey D. Dragon, Luffy’s father and the “World’s Most Wanted Criminal,” shares my views on the World Government.

Sure, I put him as a “surprise entry,” but I’m certain that his reward being insanely large (once announced) will not come as a surprise.

It’s right there on his title, after all!

After all, being designated as the World Government’s most sought man isn’t something that happens by accident.

Even Eiichiro Oda said in an interview that the bounty on this guy’s head would be “mind-blowing.”
